Woodbury Planning Commission Discuss Streets

Discussion of an amendment concerning procedures of dedication and acceptance of new streets within the city limits highlighted the Woodbury Planning Commission’s regular meeting Tuesday night at the City Hall. Present for the meeting was Woodbury Mayor Harold Patrick, Commission Chairman Jimmy Barrett, Commissioners Joe Hawkins, Dotty Duggin, Bill Jennings, and Sue Patrick. Commissioner Walter Alexander was absent from the meeting.
After the approval of the September meeting minutes, Mayor Harold Patrick gave an updated regarding the city. The paving project on College Street is set to begin. The new HVAC system for the City Hall is set to be installed.
There were no new plats or site plans to review.
The Commissioners reviewed the land use map for locating usable vacant land in the city limits. The copy of the map which was prepared by the department of Economic and Community Development Local Planning Assistance Office of Cookeville TN. The color coded map details residential, commerical, industrial, public., utlity, vacant, agriculture,timber, water, road unclassified structures and corporate limit details within the town of Woodbury. Katherine Phipps of the State GIS office assisted in putting the map together and will be making a new city zoning map in the upcoming future.
City Attorney Dale Peterson approached the commission advising them of an amendment needed in regards to the procedures of dedication and acceptance of new streets within the city limits. The current municipal code calls for the procedure for accepting roads within the Town of Woodbury to start with the Public Works Director. After the public works director approves the road, it is then sent to the Woodbury Planning Commission and after passing through there goes on to the Woodbury Mayor and Board of Aldermen.
In years past however under previous administrations, the Planning Commission and Woodbury Mayor and Board of Aldermen gave the Public Works Director permission to approve new roads per his discretion. No amendment however was added to the code. This amendment provides acceptance of that provision in that unless it is requested in writing by the Woodbury Planning Commission, the Board of Mayor and Aldermen, or a citizen of the Town of Woodbury, the Director of Public Works may accept a road without the approveal of the Woodbury Planning commission or the Board of Mayor and Aldermen. After some discussion which included several clarifications due to some confusion of the amendments, Mayor Harold Patrick made the motion to proceed with the ordinance to the Mayor and Board of Aldermen for approval.
The motion passed and will be discussed at the next Mayor and Board of Aldermen meeting.
Because of the lengthy discussion of the amendment, it was decided that the education about the current ordinances pertaining to street acceptance and construction standards will also be part of the education training session. This session will count toward the four hours required for the year.
